Is removing the heatshields my only option?

So, my fan has been going crazy and I tried changing the thermal paste to arctic silver 5 but didn't make a difference.

Opened it up and saw that there was poor contact to the heatsink. Tried bending the clamps to apply more pressure but no dice.
I then ordered copper plates and applied them and now there's good contact between the cpu/gpu and heatsink but still the fan kicks in high after 5 minutes and the air coming out of the ps3 isn't warm but rather cool actually.

So, I've been reading alot about this and it seems that the thermal compound under the heatplates get dried up as well but I'm really afraid to remove them.
But would this be the probable cause of the fan kicking in even though I have nice contact between the heatshield and heatsink?
Appreciate any help!

Never use artic silver 5 on ps3, it conduzes electricity.
Use instead MX4

Well after watching a few pics of what could happen if trying to remove them, I'm leaning towards trying another thermal paste but still with the copper shims.

Damn, sure hope that this rumoured new CFW is working on higher than 3.55, then I'm buying a slim right away and will be rid of this problem.

EDIT: Well, tried the thermal paste that came with the copper shims and still no luck. Now I'm gonna try one last thing before attemting to remove the heatplates: I'll try to do it the Sony way, placing a ridiculous amount of paste (no shims this time).
Yes, I know too much paste isn't good but hey, better then removing those plates messing up the chips beneath even if it will come to that pretty soon....

Aaaaaand it's dead. Well not exactly, it starts and shows green light but won't boot into XMB or recognize the controller. I choose to remove the IHS on the RSX and must have messed something up I guess.
I heated it up a bit and removed it with a butterknife. Didn't seem to have made any damage to the chips beneath.
Removed the old compound on the chips and IHS with a razor and alcohol,added arctic silver on all 4 chips and the thing in the middle (don't know what it's called).
Put AS5 on the IHS and put the ps3 back together but now only blackscreen.

Son of a *****, no more 3.55 for me. Should've just stuck with a noisy fan...
Guess I'm going OFW since I have to buy a new one now, F@CK!

Err, wrong. Silver 5 is fine on top of the heat shield. Use mx4 beneath the heat shield.

Arctic Silver 5 was formulated to conduct heat, not electricity.

Not electrically conductive.
