You can't cause cfw 4.21 is resigned with 3.55 keys... So when you try to install it on ofw 4.21 the version check fails due to the resign

I heard it was more to do with the updater module in fw's 3.60-4.30 having extra checks added to prevent modded update pups being installed.
Modding and signing the 4.xx pup wouldn't pass this check, and so can't be installed even with correct keys. I could be wrong here

 That is indeed why we need to be on 3.55 to install it. We resign it with the 3.55 keys we got out of their ****ty private key implentation back then that they have since fixed
