I'm not sure I understand - QA is enabled by running the .pkg (confirmed by 2/3 beeps and manually confirmed by highlighting NETWORK SETTINGS and pressing L1+L2+L3+R1+R2+d pad down - will show new tabs)

You can ONLY install 4.21CFW FROM 3.55 CFW!
If you install OFW >3.55 you will HAVE to use a hardware flasher to downgrade again!
