It is CEX, But you can get some of the DEX features, Thats why its called REX.

Man, it depends on you're needs:

If you just want to play games and go online, it's better to grab Rogero 4.30v3 now, it's simple and very stable(although it has some bugs).

But if you're want more advanced tools and a lot of features, than you better grab Rebug 4.21 REX. This one is more complex and i though is better for advanced users.

I have Rogero's 4.30v1, and had no problems so far, homebrew and psn games are being fixed, so you don't need to worry about it. But i commend you to do some research, and choose the one that suits your tastes.
