The only time your hdd is formatted from installing a PUP, is from downgrading in Factory/Service mode. Or if you choose option 5. or 6. from the recovery menu.
Downgrading with Qa flag on from recovery does not lose any data. Updating to a higher firmware does not lose data.

What would be my best path to choose?

1 - CFW 3.55 Cobra>toggle QA> Rogero 4.30 CFW
2 - CFW 3.55 Cobra>toggle QA> Rogero 3.55 3.7v> Rogero 4.30 CFW

i dont think you can run toggle qa on cobra, i could be wrong tho.

sweet!! just what i was looking for. Im running 3.55 kmeaw, so i guess i can just follow the OP right no need to flash OFW, and then rogeros 3.55 followed by 4.30

Yes. You can go from rogero 3.55 v3.7 to rogeros 4.30 1.01/2/3/4.

Best path is: recovery mode> OFW 3.55> recovery mode> rogero3.7>qa toggle>rogero 4.30

What if im on 3.55 kmeaw? can i go stright to 4.30 rogeros or do i have to go to 3.55 kmeaw> 3.55ofw> 3.55 rogero> 4.30 rogero?
