PC wont boot

i have pc that wont boot, its just show post screen and then restart, again post screen and restart
speaker dont give error sound and screen dont give error message-only when unplug keyboard.
i try disconnect hdd, unplug graphic(plug monitor on onboard graphic)unplug memory modules, try only with one module but nothing change always is same
even if i disconnect hdd dont give me error and wont boot from dvd
try to clean dust with air compressor but nothing help
can somebody please help
in bios show temp 38-44 for cpu and yes i try clear cmos

You can't boot from DVD at all or only if the HDD is disconnected ?

i try another psu but nothing, it wont boot nothing in any way, when come on process that need to boot then restart
when i disconnect hdd and when pc goes down, speaker sound tik-tik but very quiet
when i connect hdd and pc goes down then speaker sound about 6or8 tik-tik very quiet and very fast

Did you connect the four-pin auxiliary power connector on the motherboard?

Another option is to check if there are capacitors leaking on the motherboard or are bolded on top...

If the tik's are actually beeps than this might help you:

Edit: as I don't know what kind of bios is used, I did a little search and for a Dell computer it is a dead/faulty (on board) video card when it beeps 6 times ... don't say that is your problem, but with the help of the beeps and the exact amount of beeps counted you might find your answer ...

Your CPU is broken, try replace with another and see what happens

maybe a faulty psu if not letting you boot other devices
