The clue is int the name :P

It resigns eboots.

If you have a 3.60-4.XX eboot, you can resign it for 3.55 CFW, or 4.XX CFW.

It also does a few other things, like signing SPRX/SELF's, DISC/NPDRM eboots (updates/psn/pkgs) etc, and @jjkkyu also has a nifty PKG tool out too.

do i run it on pc or in the ps3?

So if I have a PS3/PSN games that were special eboot for 3.55 and I upgrade to 4.xx I can use this tool to make those specific games to work on the new FW?

Is this the only util I need? Do I need to re-run for every new CFW release in the future?

you can use this tool to make a eboot for both 3.55 and 4.xx use.
