Formatting is removing the scene-signed apps from your hard drive lol.

Just delete all homebrew via the standard XMB method(dont forget Showtime and other homebrew that are on different columns) and you'll be good to go

It doesnt matter if the hard drive already has accounts that are banned, just as long as you remove homebrew(and probably modded patches and eboots for 3.55)
Example: I deleted all homebrew(well I thought I did) including the pkg, since I am on REX 4.21, residing in :/dev_rebug/rebug/packages. Created a new user and account played for a min got kicked.

Remembered about Showtime being on the Video Services column and deleted that. I went and made another dummy user and account fired up my BO2 disc again and.... Im currently at rank 6 with no issues.

Good progress, thanks for sharing with us.

It's still too much of an extreme method for me but glad to be one step closer.
