Can you downgrade from 4.31 or jailbreak from it?

you can downgrade with a hardware flasher

If i buy a fat PS3 cant I just downgrade it with a USB stick?

No matter if its fat or slim, if it has ofw over 3.55 you need a HARDWARE FLASHER.
