In the fifa 13 update 1.04 is something that fu his ps3 so delete all fifa 13 updates and look if it's fixed.

If it boots with Rogero splash screen, it is definitely not on OFW. Do you still have app/home icon under games column?
Install Rogero 4.30 v2.03 from recovery. Or you can send it to me to downgrade and I'll do it. LOL.
