i am on rebug 355.3 no matter what i try i can not upgrade or downgrade

wen i try to update in system recovery i get this message "no applicable update data was found.connect storage media that contains update of version 2.50 or later , and then press the start and select
buttons at the same time"

and wen i try from xmb i get this message "update of version 1.00 or later can be installed on this system (8002f969)"

i have tried cfw and ofw

any help pls

Is the USB stuck on fat32?

And did you put it in the correct ps3/update/ folders?

any particular reason? just I try and minimize flashing any firmware regardless of it being in recovery, fsm or xmb. A bluray died on me years ago flashing ofw via xmb downloaded from sony servers over internet. Never been a fan since. I'm on rogero 4.3 v2.03 right now and don't fancy changing it since i've already been stuck on the downgrader pup once. Do you have a flasher? because you seem to have trouble flashing firmwares you could end up needing one.
