OP might try another ftp client (I advise WinSCP) before messing with the settings in his router...
I'm using 4.X mM stealth, and I'm using WinSCP.

Like I stated before, everything works fine with a direct connection but when I try to connect through my router it gets blocked.

DD-WRT is more advanced and secure but too secure and advanced in some places.

I couldn't find an option to allow local FTP unless it may be called something different. Maybe an IP Table rule would work?

I'm using the newest multiman. i tried getting this hooked up but both ps3 i was using now freeze now upon loading. I'm using stealth MM. I don't even know how to usinstall this version.

Ah ok, WinSCP is good, Filezilla is used by a lot of people and that one isn't working that good for PS3.

Did you try to also port forward port 20 as that one is also used by the FTP protocol?
The way FTP works is that requests are made via port 21, but the actual data is passed on port 20.

I tried forwarding port 21 and 20 and still didn't work. In WinSCP I get:
Timeout detected.
Connection failed.
When it only attempts to connect for <10 seconds.
