EDIT: @playerkp420 , what is the history of the ps3, it just happened? or after a downgrade attempt.

Someone sent it to someone else, besides me (first mistake ) for a downgrade.
They got it back and did this.
Thinking it was a brick, because I have fixed some with the same symptoms, they sent it to me to fix.
But the ones that did this that were a brick, stayed green just a little longer before shutting down. And of course those would stay on with the tristate grounded. This one won't.

I can see, that the person who did the downgrade service, must have had the same problem. Because I see where they have soldered tristate to ground. They tried a bunch of different ground points.
I can also see, they must have tried to reflow it also. because I can see where all the flux was applied.
So, they must not of been able to fix it, and was like f it, and shipped it back how it was, acting like it was fine, and not answering the messages this user has sent.
I am curious if it is someone on this forum. Not sure, I will have to ask.

I have inspected the mobo, and can't see anything that might cause the short. I was thinking it would be some solder somewhere it shouldn't be. But just can't see it yet.
I will post some pics. Maybe another pair of eyes will see something I am missing.

good pics are always welcome, i collect them...lol , btw i edited my earlier post with a picture from the syscon.

i also thought, what will happen if the nor is not getting voltage how will the ps3 react. the same as tristate to ground?, or ylod or a plain crash...lol

cpu problem, try reflow or reball, look at cpu that does not sit well on the mobo on the right side next to the ram chips

What do you mean "does not sit well"?
The CPU looks fine. It is sitting how it should. And someone already attempted a reflow, so I wonder if it is fubar.

I have 3 consoles doing same its the CPU or southbridge there just a door stop pal buy another I have reballed
CPU and found it be south bridge and vice versa

But the ps3 boards are so siht I stop doing reballs to CPU

so if its the cpu or south bridge should i just get a new board as i dont have the confidence to reball or reflow the chips or maybe should i try whilst waiting for a replacement as at the moment i'm inclined to just buy ps3 as my boy is getting a bit moody without it.

I had the same problem on the ps3 slim 25XX and I reball the GPU, southbridge but did not work then i reball CPU and ps3 work for two months.

Yes ps3 is still working,I have a lot of ps3 reball GPU or CPU, it's not hard to do do reball the cpu if you have everything you need (cpu stencil, balls, flux, BGA rework station)

@stdule , i'almost starting to think that these newer models don't have the red blinking light anymore, lights just go off if there's a problem.
