i have tried to check if the usb has something but i get 0

you are probably measuring voltage instead of resistance?

resistance is measured when the ps3 is cut off from electricity.

it's probably not likely that you have a problem with the usb, but they are the easiest things to check.

sorry for the long wait but i just finished resoldering every point of the ps3 and still no effect any suggestion.
what could be the problem?

maybe you should measure if there's any short somewhere on the board.
uplug the power cable, set your meter to resistance (200 ohm range) and put the black probe on a ground point and use the red probe to measure all thermal resistors (marked as THxxxx) and measure at the fuses. (marked as Fxxxx)

you mentioned before you get 0 at the usb port, did you do a volt reading or resistance.
