What format.exe is that? It is not the same size as the one I linked. And I thought you already used the one I linked?

Windows 8 does have compatibility mode. I have Windows 8 and made some screen shots also.

i had very similar problem and needed to reformat my drive first to fat32 few times and then NTFS and it worked.

I don't see any screenshots of the VIDEO tab on your PS3. That is where you will see if the PS3 has found your HDD.
