Do you have download the cheats database and put it on the dongle?
You know there are 2 cheats database on the site (official and unofficial).
You may try to put them both on the dongle

Have you tried the US codes? There's always a chance a game from one region has codes that work for another region. If not, you could upload the game's EBOOT.BIN file at the codemasters-project forums and they could be ported by somebody who owns the NTSC version.

CU3 does not run without the dongle. It is a DRM device. If you want to run it dongle-less it has to be hacked just like CU 2.3. Simple as that. Please stop discussing/promoting about DRM devices. If you want to run CU3 dongle-less, try hacking it yourself.

If you want to use CodeUnique 2.3 you HAVE to be on any 3.55 CFW, if you want to use CodeUnique 3.0 you need to be on any 4.21 or 4.30 CFW AND you NEED to have the PS3UserCheats dongle, because so far CodeUnique 3.0 hasn't been cracked so that it can be used without the dongle
