There are 3 Pins to the other side of the Mobo, try solder the fan wires to them. but make sure you connect them in order. it should work

What if we cut the PWM ( Speed control ) wire ?

it's like cutting off your legs
you still have the energy (like the 12V going to the fan), but you can't walk.

it also seems that the 12v is shorted to gnd, confirm?
I checked a dyn 001, the right pin is not connected on gnd

he would have a burn hole in his mainboard if this was the issue.
