No, even with the Hearthfire addition.
Are the containers safe to store items in?
Yup. All the chests are checked no under the respawn category in the creation kit.
Works great except when you try to level up your perk points disappear.
Actually it rolls from 255 back to 0 when you level up.
Option 1: Distribute a few perk points before leveling up. You never want to hit 256.
Option 2: Download the latest version to start with 250 perk points.

When first starting you'll notice that none of the prisoners are handcuffed and Ulfric is

Some followers are part of scripted conversations and will accept the follow
command but will not follow until the conversation is over. The same applies to
scripted events. Some may not follow until certain quests are complete.

When entering areas where your follower is not allowed be sure to tell them to
wait or dismiss them. Otherwise there is a chance they will leave without warning and
go back to their daily lives but they will still be considered an active follower.

All followers and marriage options will automatically be at max relationship level. This
means they will offer to follow or marry as soon as they meet you. This was necessary
to save my sanity, otherwise I
would have to do all of their quests before I could know if it worked. If this is a problem
just use your imagination and pretend the options aren't there until you feel it's appropriate.

All new items are located in a chest in front of Farengar Secret-Fires desk. Some are minor spoilers but nothing that shouldn't already be expected (Arch-Mage Robes).

chest. I forgot to make the chest owned by the player but it is too late to fix it now.

Update: Created a folder in the mirror download link folder, for all the DLC fixed NEW and OLD Saves. And added to that folder few more saves:

Dovahgolt V 7.1 with ebony warrior follower and all DragonBorn item...
in this version the db room in not a db room and there are few more loading screen creatures in the main hall...
note: that the author Removed the Ebony Warrior follower in the newest versions. because Keeping him would cause problems when completing his quest.

most of the saves HAVE DAWNGUARD DLC Mods then in smaller number comes the HEARTHFIRE, and only then with the least saves of all other dlcs comes DRAGONBORN!
WHY you say? Well because DRAGONBORN unlike others JUST came out for PC version 2...

There are 4+ modded saves with dragonborn DLC stuff, 2 of them are just a different version of 1 other...

8+ modded saves for hearthfire...

and all the other modded saves + many unreleased/posted here saves are with dawnguard stuff...

Because its new xbox modders did alot of work on the vanilla game and then on dawnguard, now they are tired of this and most of them are done with skyrim. PC modders have MODS they dont need modded save and THERE IS NO PS3 MODDER that CARRES ABOUT....
