I strangely fixed mine by:

Opening NC (make sure weather widget is on in NC).
Double tapping the weather widget.
It opens the weather app.
Fixed.

Me too, on 2 iPad minis, an iPad 3 and an iPhone 4S. The intermittent long boot was caused by the fix for 'stuck at apple logo'. The fix for 'stuck at apple logo' was just a script that automatically performed continuous hard resets until the operating system loaded properly. The new 1.5 update fixes the original fault properly and removes the temporary 'stuck at apple logo' fix. All my devices now boot flawlessly in around 10 seconds or less. Evaders have said the Evasi0n Jailbreak will not work for the upcoming IOS 6.1.3 update, and depending on what Apple has patched, an updated Jailbreak may not be released until IOS 7 as they don't want to waste their remaining exploits.
