You are not getting it. Install from the Recovery Menu, option 6. Or use Condor Updater. Make sure to have Qa flag toggled on.

Hi i have a problem. Okay so i downgraded with the 4.25 to 3.55 pup file from Rogero 4.31 2.05 cfw but i forgot to take out my mw3 disc so it says 4.25 firmware but multiman says 3.55 and when i try to downgrade or update it says i need 4.40 firmware i have e3 flasher but dont know how to downgrade my particular firmware.Am i on 4.25 ofw or 3.55? Thats my problem

Thats what I'm doing option 6 (system update). Condor updater is only for NOR flash but mine is 60gb Fat version (I think NAND). I have toggle qa ed it (Network setting trick work). I tried to install OFW 3.55 but it tells no applicable data found.

Have tried rebuild data base and then update?

Rebuild Database worked, I was able to install the firmware. Could you explain how did it played a part. Also, when the PS3 rebooted the Rogero logo came up but in the system info it still shows me 4.25 and in multiman it shows me 3.55 hermes SC-8 (As before) is the firmware actually installed
