It’s not THAT minor, UTF-8 support was added for language files.

Iris Manager is purely a backup manager, while PSL1GHT from what I just Googled is essentially a "toolbox" to create stuff with. So I'm quite ignorant as to how a pure End User is supposed to "use" a "toolbox" in a backup manager
