checking for voltage would be useless, the 12V is not turned on, most fuses are behind that power source.

Checked continuity, everything is zeroed out. I'm pretty sure I hit all the correct resistors.

nothing wrong with the power connector?, on these models all 4 wires need to be connected from mainboard to psu.

you should read 5V on pin 1,0V on pin2,3 and 5V on pin4.

also measure continuity with ps3 being powerless.
and check your ribbon cable from mainboard to power/eject board.

Console was turned off for the continuity check w/o cable being plugged into power source.

Already checked/swapped ribbon and eject board.

All pins on PSU are reading 5v. All 4 of them. Could have sworn I changed the power supply out with another 25xx model and it still didn't power. So I assume it's the PSU at this point?

well, if you put the black probe from your meter to ground on your mainboard, and with the red probe you test the 4 pins, then only 1 and 4 should read 5V.

pin3 is ground, and according to ps3devwiki pin2 is also ground.
so pin 2 and 3 should not read 5V, so i'm assuming you are doing something wrong.

Shouldn't I be able to put my ground on well any metal chasis or anything metal period? A ground is a ground.

Yeah. Any ground source will do. With e black grounded, the red should only have voltage on the outside pins. If all 4 pins have 5v, something is wrong. Lol

Exactly, At this point I have no clue. I recall changing the power supply out with the same model, however I remember the model numbers of the PSU did not match. I wonder if they we're just incompatible.

according to ps3devwiki the APS-270 or EADP-200DP should fit in your ps3...

btw if it fits then it should be ok.
double check the voltage reading at the psu connector and the connector on the mainboard.

can't believe you read 5V on all pins.
