i want you to remove as much solder from the test points as possible.
clean the board all around the test points take a good clear shot of the test points (dont forget the tristate point) then clean the linker board take a shot of that. post both pics in here. i am thinking either a short on the points or a lifted trace. but no pics no help. its a waste of everyones time to try and guess whats wrong we need images so we can take a close look and see if we can see the fault |

just turn the knob 8 steps left, you are now at the 200ohm range, connect the two probes to each other, read the value in the display, and then connect the probes to both sides of the fuse, you should read almost the same value.
check all fuses i showed you the wrong fuse.
