Solder a wire between the Nor Tristate on the mobo to the SBE Point on the ribbon and put your flasher in fun flash (100000)

is there anyway i can tape it down also can i do it from the nor tristate to the modo instead of the clip. like the Tristate to the GND or 3.3V

yes you can wire from Nor Tristate to any GND point you wish,
if you can maintain the connection without soldering, be my guest

and if you do not have a valid dump and you flashed then your PS3 probably a Toast
