Are You sure this a PS3 Dump File
it is not valid at all my friend;
do not flash anything, re-seat the clip and dump again, and hope we can get a good one,

I followed the guide this is the file e3 flasher made when i started the backup of the ps3. so if this isnt valid does that mean the ps3 when i went to flash could still be ok?

If you have flashed this dump, and you don´t have another backup, your console is broken.
It´s not fixable.

I did tell it to but the error in the log said failed to program nor also this is the dump e3 made to begin with. is there not a nor someone could send or is that no way possible.

Concentrate with me and answer my questions or follow the steps:
1- did you flash this Dump?
2- do not flash anything back,
3- Remove the clip and put it back again correctly, and make any back up again and again

You still have a chance to fix. You need to do what @3absiso says.

That is not entirely true. If the pins in the clip were not making contact good enough to read the information. Then they most likely were not making good enough contact to write over the info.

So it is possible to get the info, by reseating the clip. Get the pins to make good contact with all the nor legs. Then you should be able to extract the info.

I have fixed a few like this. Basically, you can not write over the info if it was never read.

It is not like when you have all the lines soldered. Then everything is making contact, and there would be no hope.

So i should get a valid dump then it should be strait forward correct? or will there be some more hoops to jump through due to the added complication.
