It s really nice what you already have done and achieve on PS3 (and can be consider as complete new hack)

Nope and it is not required because we only want to make an empty virtual memory cards which are the same for all games I think.

I think CONFIG file may consists of a few tweaks which can be important to run some games.

VM2 when empty are the same for all games (contains a filesystem, so things like timestamps can be different... but yes, we can say are the same), but with VM2 is enought, isnt it? (VM2 is a raw ps2 memory card, and can be copyed manually in hdd)
VME is for exporting/importing the card (format derivated from VM2 with a PARAM.SFO added and some "unknown" protection to prevent tampering when exported to usb). VME can be usefull to simplify management of gamesaves, but is not really needed and is a bit more complicated format

I have no confirmation from code, but i bet you are right, and there is another place where more "hardcoded settings for specific games" can be stored
In the "PS2 System Data.pkg" there are settings for games that can be installed in hdd (the reason is because this ones are "original ps2 dvd discs" released lot of years ago, so the settings for the PS2 emulator was not in the disc and when sony added this feature of install them in PS3 they needed to "hardcode" this settings in the utility used to install them)

Maybe this settings are not using the same values/flags or are not common, but both are used with PS2 games, maybe you find some hint there of how the other settings works

With the recent Dynarec findings, are we now able to make some form of psp/ps2 emulator for testing purposes similar to the ps3sx?

@snowydew made huge progress with PSP iso mounting/loading using extracts iso.bin.edats IIRC, and that required no emulator whatsoever as it was based on the PSP mini's I think, and PS3 is capable of playing PSP mini's without a homebrew emu.
