Dont know why its taken so long, you have been able to use PS3, Xbox 360 and Wii control pads on Android devices for years now.

Probably the fact that Xcode is the easiest way to build apps for iOS (if you do not want to spend your energy and time installing some toolchain), and Android being "more" open by default?
