If it's on 3.55 OFW, just install Rebug 4.30.2 from XMB.

If it's higher than 3.55, then you have to use a hardware flasher to downgrade it if it's downgradable:

If it's a fat or a CECH-20xx slim, it's downgradable.
If it's a CECH-2500 slim, use minverchk to check if it's downgradable
If it's a CECH-3xxx slim or a CECH-4xxx super slim, it cannot be downgraded, period.

i wanna pick one up from ebay and don't know what to buy. If i buy a playstation which has a OFW 3.55, then is it capable of being hacked?

If it's on OFW =<3.55 then yes it can be jailbroken. So get one which doesn't exceed OFW 3.55

That's right, it has to be on or below OFW 3.55 or already on CFW.

If it's on OFW higher that 3.55 and it's a downgradable model, you can downgrade it with a hardware flasher and then install CFW.
