Of course it is possible. The ps3 is just a computer that is waiting to hear from a 'servicing' computer. This means that it is waiting for communication at the network layer, and that communication is going to be sent through some port number. It should be relatively simple to determine what port the ps3 is listening on with existing port scanning tools. If those wont work, writing a tool in C would be pretty non-trivial. Let me know if anyone can get their PS3 into this mode, and I can assist in doing this scan.

B) Portscanning is the easy bit, I guarantee you whatever DEX and CEX.exe is using to authenticate with the PS3 wont be easy to get by. C) Even if we overcome both the above, we still have nothing to give the PS3 to run, short of that PS2 ISOloader everyone's tinkering with. You/Someone else would have to write some code to feed it, otherwise we may as well have broken into an empty safe.
