It's built into the program...although it doesn't matter now since the program no longer works.

That's not true. The program does still work you just can't use it to install games anymore. You can only use it to bypass firmware checks.

im new to te whole ps3 hacking. but what exactly does ps3proxy do? and can i do all of this from my ps3 or does it have to be from my computer?

The only thing that it does for people like you with newer firmware is that you can bypass firmware updates if you don't want to install them.
