was anyone surprised that psn would go abit slow when the welcome package went online!
i think ill do the same as DigitalP1R4t3 and maybe wait it out. if its good when i try soon i might try and download a free game.

i logged on my other 2 acconts , and was able to dl them .looks like its locked to the name not the console id

After you get the error, hit X to clear it from the screen, and as XMB loads again, mash X to load the store. I think it's just a check that's been failing when you attempt to connect (along with everyone else) to the store. Either way, I found this worked to get into the store. Once you're in there, pretty much every menu will give you the same error as well. DO NOT RETURN TO MAIN MENU. Instead, just keep trying to do whatever it is you were doing. 2 possible outcomes: It eventually works, in which case hurrah; Or it fails repeatedly, in which case you SHOULD go back to the main menu, and follow the steps outlined by wizdumb to try to enable the WBGame1 or WBGame2 download, as applicable.

Adding on to this, when I attempted the fix wizdumb outlined, my download disappeared from THAT menu as well, and I had to go into my downloads list (found in the same spot) to find my game download (which hadn't been confirmed or downloaded yet...?). It did however work when the download was enabled from the download list after disappearing from the 2 normal locations for them.
