It loads XMB fine from the sound I hear though!

How do I get into recovery mode if I can't see anything on the screen?

This is how to get into the ps3 recovery menu

1. Turn off Playstation®3.
2. Hold The power button down; The system will turn on and turn off once again.
3. Once the System has been shutdown, re-press you finger until you hear 2 consecutive beeps
4. When you hear the 2 beeps take finger off power button.
5. You will be promted to plug in your controller via usb and then hit the PS button
6. The Recovery menu will pop up.

just my guess, but electrocution during the storm may have messed with some of the components near the HDMI port. If for example a lightning has struck the antenna of the friend of yours, the current passed through tv and hdmi cable, and if it's like this some capacitor or resistor near HDMI port or even elsewhere has been damaged. it may also be something on rsx as you can't see anything with component either.

I had same problem tried all you have said but i fixed it by doing something real simple in the end. All you need to do is reinstall the firmware from a usb and it should work.

you can't fix a hardware failure with software....

meaning you did not have an hardware faliure, you had something that looked like it. Because you can't fix a broken board by reinstalling it's own firmware. I't not a brain, if a trace is burnt you have to manually bypass it
