It looks like it's a debugger for PSP.
Tracking processes and everything running in the background in a context on the PSP. I guess usefull for homebrew but best for hacking new firmwares and decrypting stuff in a super easy (compared to others) way...

Yeah, I can confirm that this tool is for PSP developers, its what Sony use themselves it seems.
