How do I add an ip address? It asks for an user and password but no IP adress or it just works locally?

I love how every ps3 news site reports this, but no one will ever tell you what the hell it does!!!
But hey, at least we know it's useful for PS3 and PSP owners, right??? how about a quick 2-3 sentence description instead of "you'll find it useful"
