To solve the mystery, as Math said aswell which is correct, YOU CANNOT RUN DEBUG EBOOTS on CEX only on DEX consoles.
There is a metadata and a string in the header that does not allow you to do such thing even if you resign them for 3.55.
Those eboots must be eboots of pre-release version (in example E3 discs).

You need to edit the ELF file and change all strings to bd not app.

no KLM i believe its something else the dongle must do a crypto of its own, its not only drm... it can't be...
these are signed with their own keyset, (this part right here is me speculating of course...)
but those are not debug eboots, just because readself returns them as fselfed eboots...

If Math wants I can send him a dump of that disc, I'm sure it doesn't work.
The crypto idea is actually for sure what TB is doing now that I think of it.
