i was having same problem as you guys.. i searched everywhere for a solution.. formated and reformated and all that and finally i managed to find the solution.. the problem is with ps3 usb hubs because they were not designe to handle external hdd's or something like that basically not enough power juice coming out.. in my case my 500GB WD external hdd was not working when i was pluging it in..yet my 16 gb usb was beeing detected..so i took the decision to reformat my other 1TB WD external hdd into fat32 to try it.. only this one comes with its own power supply.. and it worked!
i didnt have to modify anything i just used an external hdd that has its own power supply

Its weird cause some ppl use regular external hdd's without any problem.. maybe its a WD issue.. maybe its the fact that my ps3 comes from Japan.. who knows.. all i know is that independent power supply did it for me..

So basically anyone having issues with external hdd's not beeing read in multiman the answer is.. usb 3.0 + slim = wont work.. unless the external hdd has its own power supply
