So you are somewhat correct in the sense that it's a person "incapable of understanding". However, just because somebody is retarded that does NOT mean they are stupid, or an idiot. Many mentally challenged/handicapped people are genius, but they lack proper motor skills and social skills that may potentially let their genius shine through.
