Yes you can but only with a flasher like E3 flasher prigskeet etc. Hope i help you

idk any way to help you but do you have any original ps2 discs you could try to load while you're stuck like that?

I heard a rumor about launching ps2 format discs from xmb on non bc models with newer firmware

No, I have read about someone in the scene working on service mode deactivation 3.56+ so just keep checking back, when its out you will hear about it quick enough.
