Are you sure you have use the correct downgrade hex file to update the dongle?

It's strange. I have seen a lot of users having the same problem. But I haven't had this problem yet.

Maybe clean the Usb port with compressed air, and try again.

Anyone know where I can get Lv2Diag.self and R_CFW_v3.1_PS3UPDAT.PUP from as per step 11 Part 1 Downgrade to Rogero v3.1 w/ 4.11 Spoof?
11. Place the Lv2diag.self and Rogero_v3_with spoof from the step 1 folder onto a USB Flash drive and rename R_CFW_v3.1_PS3UPDAT.PUP to PS3UPDAT.PUP.

looks like your card reader isn't initializing try getting the latest ones from the e3 website or if you can search the downloads on this forum for the hex file

but i skip to downgrade other console it work like usual.just now i downgrade cech2106 and cechp05 using same e3 card reader with no problem.

are your usb ports getting any power

try skipping that section once the downgrade.bin is installed continue to unplug power and insert e3 reader then turn on press power then quick pause and eject button.
