What I did:
1) I have a QA flagged console on 3.55KMEAW
2) I used recovery mode to install 2.50 OFW (you can downgrade when you set "System Update Debug" to enabled in QA Debug settings)
3) Realized that even though I had the FSM pkg installed, it doesn't work on 2.50
4) Remembered I had boot_ps2 installed, so figured what the hell. I tested with one game (Maximo) and Gameshark, Codebreakers, and a couple utility discs (the Network adapter disc and HDD Utility disc)
5) The dumb luck thing is I thought "Hey, maybe this doesn't work with HDMI" so I dug out the original composite cable and boom, Maximo boot screen was waiting there for me! As soon as I pressed X to continue though, it locks up the machine. Still, it *booted* the disc on a non BC PS3
6) The Network Adapter disc boots completely, however memory cards don't work.
7) None of the other discs I tried work. And no, backups don't even boot.
8) I re-installed 3.55KMEAW and tried again, NADA. Black screen (still on composite cables) None of the discs did anything but return to XMB with error messages.
9) I then tried 3.15 OFW, same thing.
10) 2.50 (and possibly earlier) might be a magic firmware, or it might just be Glevand's tool is written for 2.50?

I want to try replacing the ps2emu files in 3.55 with the ones in 2.50 and see what happens, besides a likely rsod

So, to summarize: install the boot_ps2.pkg, downgrade to 2.50, insert a ps2 disc and run the app. I doubt many games work correctly if at all, and there doesn't seem to be any memory card support, but hey, it's a step in the right direction I think.

[edit] tried 2.60, still works. about to try 2.76 (so that ftp app will work and I can grab the ps2emu files from flash)
[edit2] 2.76 does *not* work. Trying 2.70 (ps3devwiki has 2.60 fw under the 2.70 directory, thus me trying 2.60 in the first place) downloading it from here instead.
[edit3] *sigh* the "2.70" here is also 2.60. Trying from 'crunch. What's that reliable site with all the ps3 firmwares again?

I was going to try taking the ps2emu files from 2.50 and put them in 3.55 but I have no clue on how to get them from 2.50 since none of the homebrew I've tried have worked.

I'm making a video of it and it will be uploaded by tomorrow.

Just tried my burned ps2 disc and it did not work on it.

Okay, I got 2.70 and tried it... no go. I guess if I want to try replacing 2.50 ps2emu files on 3.55 I'll have to extract the PUP manually, which I do not know how to do.

Could some clever person kindly provide the /dev_flash/ps2emu files from 2.50 FW for me?

not to be a negative nancy, but i don't think that'll work. something in the later firmwares is telling it not to load.
i think if this does work, it'll be through mm like psx backups and in that case, great!

Hey I tried this and when I turn it on with lv2diag.self it doesn't read anything from the usb (mine has a light when be read or writen to) so i turn the PS3 off and reboot it with the exit service mode lv2diag.self and it tells me to update to 3.55 or later :l and all my game saves and back ups are gone (no biggie I can just play them off the disc). Any idea why this isn't working?

and see if it helps you. The lv2diag.self and the ps3updat have to be on the root of the flash drive it wont work. I fast forwarded through the installing part but its just the blue scree on my tv for around 2 or 3 min.

I tried again now, did exactly the same as you. My ps3 is sitting there black screen and the green light is flashing... been waiting for like 10 minutes for it to turn off

Would be pretty sweet to get PS2 backups running on non-bc ps3's.

but then, how well do they run? Weren't they running really badly (maybe not a good choice of words?) on BC ps3's let alone non-bc?
