Make sure the update.bin is on the root of the micro sd or usb.
Then with your ps3 off, put switch 1 and 2 down, with the rest up.
Turn on your ps3 and all blue lights should light up.

What lights were flashing?

That is an error code.
Or the error will be in the log file on the sd card.

Once you start ps3 with those switches in place on TF board, It automatically updates the E3 with all 8 led flashed at same time matter of seconds.

That means your clip is not connected to the nor chip, flush with the board.

I know it's a pain to get it on right. The first few ps3's I did, I had to take back apart like 3 or 4 times each. But now I got the hang of it.
What you need to do is:
1. Push the clip onto the nor until you hear a click.
2. Push down some more and make sure it is flush to the motherboard all the way around.
3. Tape it down real good. Keep firmly pressing it down while taping.
4. Tape the ribbon down anywhere you see it might make it move when putting the ps3 back together.
5. Also tape where the ribbon connects to the e3 card. Firmly press it down when connected, but make sure you have it lined up, as to not bend any of the pins. And tape it some more.

Basically tape is your best friend when installing the e3 flasher. I know it's a pain, but it will be worth it.

i had the same problem with installing e3 nor clip.. i had also opened ps3 few times before i got the right position and pressure:

my fault was that i pressed too gently not to damage mainboard, but you can press more by giving back-pressure from the other side of mainboard.. The mainboard can also bend a bit, shouldn't have damage by that, but be careful!

Of course without guarantee!
