If it comes out late 2013, say around christmas, I doubt it will use hardware based on nearly 2 year old tech. I'm pretty sure it won't use the 7670 and the A8-3850. Definitely not the A8-3850.

They'll probably remove the feature to play games. If it's not removed from the beginning, they sure will remove it in an upcoming update
you are forgetting that it takes a couple years to develope a console. so they can only use whats available at the time or a little later then the actual development. They are not going to develop a complete ps4 that is GPU-less and at close to launch get a hold of maxwell and re-engineer the console to support it. The PS3 was using at first 2 6800ultras then a single 7800 then finally for production got the rsx in. So in a sense the rsx used previous gen hardware/tech.
