My ps3 is fine and doesnt go down in fan stages. If you want to get down fan stages, try to reboot ps3

hmmm, i wonder if the "system Auto-Off" could be changed from 1/2/3/5 hours to 15min?

lol, not being sarcastic (dont worry i get that a lot), if we could change say the 5 hour to 15 minutes (i doubt anyone uses it) just set and forget it would give the solder a chance to cool slowly at the right speed.. and not be hot for an hour after power-off.
lets face it the cooling issue needs sorting via software or firmware. just maybe a dumb idea that is worth looking into.
