Because they are made to revert a kiosk PS3 back to a Retail PS3. What would be the point of a reverter that reverts OFW back to OFW?

Ok I was thinking more along the lines of useing it to trick the ps3 to downgrade without a flasher coz you can't install 4.21 and 4.21 it won't read but reverters work ?

No this is not the same thing.

Reverters make the kiosk FW i.e SEX 4.21 revert to CEX 4.21.

You could not make a 4.21 OFW revert to 3.55 or anything like that.

It might work on XMB but I think you need to do it from Recovery mode.

[USB Drive]---(Make an new folder and call it PS3)--[PS3]------(Make a new folder called UPDATE)--[UPDATE]---(Then drop the reverter into the UPDATE folder)--[PS3UPDAT.PUP]
