They mean a game that has an update/patch that you are prompted to download (such as v1.01, 1.02, etc.) when loading.

Yes without an update the game wont work (yet).
Use ps3game updater to check for updates.

And if you use istkamel's dex 3.55 firmware with peek/poke you can install retail updates on a dex.
