In most cases yes, but not always, there are some games that each region is a different eboot (with different Title ID)
The faster way to know when this happens is decrypting the eboot.bin with scetool... then using the "search" function in a hex editor (looking for the strings "BLES", "BLUS", etc...)

The command to decrypt in scetool is easy to remember:
scetool.exe -d EBOOT.BIN EBOOT.ELF (instead of EBOOT.ELF you can use any other name or extension, this is the decrypted file)

Then Tried to run it got error 80010017
Then Edited the SFO with SFOEditer and changed it to 1.03 and 3.55; got error 80010017
Even tried to move the Eboot Patch from the USA download and got Unsupported Data Error

I changed the Patch Game ID to EUR (My copy) and it didn't work

ANY other ideas?

I am trying to get Need for Speed: The Run (EUR) to work on CFW with the latest 1.03 Update.
Currently there is ONLY a Patch for this 1.03 Update available ONLY for USA version of game, NOT EUR
I have not read exactly your problem, sorry, but what you need to do is always the same, so i think this resumes all the cases:

1.- verify the eboot contains the TITLE_ID you want (decrypting it with scetool as i explained before)
2.- install the oficial game update for your region, and your TITLE_ID
3.- replace files in the update install folder
4.- if one of the replaced files is PARAM.SFO.... you need to "rebuild database" from "recovery menu"

--------------
The step 4 is needed because there is a copy of the original PARAM.SFO stored in a XMB database. This copy is made the first time you install the update, and is updated everytime you boot the game
The game always boots from the .sfo in the database, so the .sfo you wrote manually in step 3 in the "install folder" is ignored)

Ok, Im such a idiot. Ive been Swapping SFOs and eBoots from the Main Backup Files located in my Ext Hdd.
I should have been in the PS3's Internal Hdd Update folder.
I Swapped the eBoot from the one downloaded (Patch) and changed the SFO to 3.55 from 3.70 and it worked

Thanks to all who helped me, its been a looong 24hrs but I have a better understanding now, thanks again... Great Site

In the eboots i said (that only contains 1 ID for 1 region)... if you put an BLUS***** EBOOT.BIN inside a BLES***** game i think it works but his "game saves" will have names thats begin with BLUS***** (or in other words... works fine, but are for the usa version of this game)
If you dont mind, this have not importance, but keep in mind it can happen

simple option is to install the game update then take your game copy and change the game ID in the param.sfo file to the US one and run. though this will make all your old saves for the game useless without patching them.

So the Patch Eboot (that goes in Update folder), can I change the ID of that file? Vs. changing the SFO & Ps3_Disc_Sfb to match the patch region...
