Confused - To solder or not to solder

I have a fat ps3 (CECHH01) that bricked updating to Rogero 4.21 v1.09. I have an E3 flasher on the way, but I am a little confused as to whether I need to solder the tristate on the mobo.

In most cases that I have read, the soldering was done because the ps3 powers on and then off again quickly, and the soldering prevents this. My ps3 will turn on and stay on until I turn it off. My issue is that the usb ports now have no power, so I cannot use a dongle.

So the question is, do I need to solder the tristate to point on the E3 cable, or can I solder the tristate to another 3.3v point on the mobo, or do I need to solder at all?

You must solder the tristate, when you turn on the ps3 it halts the boot.
