You just have to install the FIFA13 PKG only.

the .sdat file is for the PES2013 if you don't paid attention...

@fmvleon : it loaded the game, but the updates didn't seem like they worked as I don't see the changes that the update is suppose to have

@fmvleon : That's most likely the case as I compared the pkg I made earlier to yours and everything was the same as far as size and etc. I think the key to this is the edat file which is a little over my head right now on how to resign it to work for 3.55..
