You can´t install a CFW on a 4.30 OFW.
You have to downgrade via a hardwareflasher.(it costs money)

Isn't he just missing the "install packages" because he says he is on 4.30 CFW? Like Rogero 4.30 CFW doesn't have it?

Rogero has "install Packages" You just have to be smart enough (aka Follow Directions) to use it.

You need E3 flasher to downgrade your PS3.
So you have to open up your PS3, purchase the flasher and install yourself.
If you don't know about how to do it, just search someone to that service for you.

Since it's dangerous and you can brick your console.
