So it only will work on 4.21 and above, in 4.21 the Emulator was updated

It wont ever work on REX 4.21 because the ps2emu.self is broken.

Is it in the realm of possibility to switch the 4.XX PS2emu.self with the 3.55 one and resign it? I guess we will get an answer if the next rebug 3.55.x comes out with it included

I don't think so.
You can decrypt the ps2emu.self, but can't sign it, so it would work with 3.55.

There are other features that must be enabled,
but you cant do it on 3.55
